History
In late spring 2013, Karen Schoeneman (former Deputy Director of CMS Division of Nursing Homes and one of the original culture change Pioneers), Alice Hedt (former Executive Director of the National Citizens Coalition for Nursing Homes and current Maryland State Long Term Care Ombudsman) and Carol Benner (former Director of OHCQ and former National Director of the Advancing Excellence Campaign) brought together a group of interested Marylanders to start the local effort in Maryland. Monthly meetings have been held since April 2013 and have included representatives from Lifespan Network, HFAM (Health Facilities Association of Maryland), Local Area Offices of Aging, The Alzheimer's Association of Greater Maryland and Maryland Long Term Care providers.

Organizational Structure
In 2014, the Maryland Culture Change Coalition nominated a Chair, Vice-Chair, Treasurer and Secretary. By-laws were developed including job duties. Approximately, twenty-five people attend each meeting. Efforts are underway to broaden the membership to include all Maryland stakeholders.

Funding
The Maryland Culture Change Coalition was awarded a Grant through the Office of Health Care Quality in the amount of $126,105. The purpose of the grant is to provide seed money to promote culture change in Maryland residential care settings through a broad-based awareness program focused on the beginning principles of culture change transformation. Outcomes and deliverables for this project over a two-year period are: :
  • Present 4 regional meetings throughout the State to begin face-to-face education about culture change.
  • Present 6 statewide webinars to begin education and training about culture change principles specifically use of the CMS Artifacts of Culture Change Tool, Advancing Excellence Measurement Tools, Integration of Culture Change in Quality Assurance Performance Improvement (QAPI) programs, and Implementation of Specific Culture Change Techniques: including use of consistent assignment, improvement of staff stability, and methods to promote person-centered care.
  • Dissemination of resources and relevant culture change information to Maryland nursing homes and all other long term care providers through presence at meetings and social media. The MCCC has established a Facebook Page and is currently in the process of designing a website. The MCCC will work with all stakeholders including providers, consumers, advocates and government agencies to ensure a coordinated culture change philosophy throughout the state.
  • A one-day conference to highlight and share Maryland best-practices. In addition to a national keynote speaker, Maryland nursing homes and other long term care providers will take center stage to demonstrate progress of their culture change activities.
