CMS/AHFSA/Pioneer Network Pre-conference Session at AHFSA Annual Conference

The Association of Health Facilities Survey Agencies (AHFSA), the Centers for Medicare & Medicaid Services, Division of Nursing Homes (CMS/DNH), and the Pioneer Network co-sponsored a pre-conference session for state survey agency (SSA) leaders at the AHFSA Annual Conference in San Diego on October 5th. This session was a follow-up to the April 2008 CMS/Pioneer Network Symposium, since much of the action needed to support individualized care and culture change must happen at the state level. The session included 25 participants from 16 states including: FL, CO, ID, KS, MO, VT, WI, WY, CT, MD, CA, TN, AK, TX, IA, NM plus the District of Columbia.  

This interactive session allowed CMS, AHFSA members and the Pioneer Network to identify opportunities and challenges state survey agencies face in advancing OBRA'87's regulatory imperative for individualized, resident-directed care in their respective states.  State survey leaders discussed what their agencies are doing now to promote individualized care and culture change.  The goal of the session was to develop a plan for the future that builds on upcoming opportunities and explore how regulatory agencies and state culture change coalitions can work together. As a next step, Pioneer Network will prepare an issue brief to include strategies for overcoming the barriers to culture change at the state level.
